Never too old to be tech savvy

MANILA, Philippines—Buhay Tan is 79 years old and is enrolled in a computer literacy program under the Tulay program of the Overseas Worker’s Welfare Administration, Microsoft Philippines and the Blas Ople Policy Center and Training Institute.
